Our Verdict
InOut Games has delivered a somewhat unusual penalty shootout game with Penalty Unlimited, and it stands out in several ways. First of all, the graffiti-splattered urban setting is an unorthodox touch, making you feel like you’ve snuck onto a back-alley pitch for a game with your friends. Being able to aim with a crosshair to shoot anywhere you please is another thing I enjoyed, not least since this is not a common feature in most similar games out there.
Rotating the goalkeepers per round is also a neat concept that keeps things fresh, although InOut Games could’ve introduced even more characters to the game loop instead of mostly changing their jerseys. The goalies change with the difficulty level as well, and the easy level hilariously introduces a chubby, unkempt character with a dirty t-shirt and ripped denim shorts. At the hard level, the goalies are wearing futuristic-looking sunglasses, presumably helping them save more shots.
However, beyond the striking visuals, there are a few things that got on my nerves after a while. One thing is the pace of the game, which is overall decent enough. However, sometimes the ball spins for too long before executing the shot, and I would’ve preferred more consistency and “instant gratification.” In other words, when I click to shoot, I want the ball to go in my intended direction immediately, with no delay of any kind.
In essence, Penalty Unlimited is like any other crash game, with the difference being that you control the pace instead of the soaring rocket. You can consider cashing out for as long as you want between shots, instead of having your finger on the panic button, sweating bullets as the bet multiplier soars. It’s a more relaxed experience, in other words, and enjoyable enough if you are a fan of football and these types of games. At the end of the day, I prefer regular video slots myself, but Penalty Unlimited is a decent palate cleanser to return to once in a while.
